Trente mois après la catastrophe déclenchée le 11 mars 2011, la situation n’était toujours pas sous le contrôle de la compagnie Tepco, que l’Etat laisse en première ligne tout en la finançant. Le déluge d’informations et de communiqués émis par Tepco et les autorités concernant la situation a eu pour objet de faire croire au retour progressif à la normale grâce aux moyens mis en oeuvre. En fait la situation est telle que la construction d’un sarcophage complet serait nécessaire.
Par ailleurs, l’objectif a été de rassurer les populations et d’organiser au plus vite le retour de celles qu’il avait fallu évacuer. La réalité est que les populations sont les victimes du négationnisme nucléaire.
Un gigantesque sarcophage est nécessaire
Depuis le début, de l’eau de refroidissement est injectée dans les réacteurs. Cette injection reste nécessaire et le circuit n’est pas fermé. Une installation retraite l’eau récupérée, mais sans diminuer suffisamment sa radioactivité pour qu’on puisse la déverser dans la mer ; il faut donc la stocker. 300 000 m3 d’eau radioactive se trouvent ainsi contenus dans près d’un millier de cuves, qui commencent à fuir. Cependant, toute l’eau injectée dans les réacteurs n’est pas récupérée. Une partie de cette eau contaminée a envahi les sous-sols et des tranchées.
En outre Tepco et les autorités publiques ont reconnu en août que 300 m3 d’eau polluée – soit le tiers de ce qui est injecté chaque jour – rejoint la mer.
Tepco semble incapable de colmater les brèches, mais il n’est pas question d’arrêter ou de ralentir cette injection d’eau, l’état des réacteurs ne le permet pas. Bien au contraire, on a même appris en juillet qu’il était toujours nécessaire, comme on le fit au plus fort de la crise en 2011, d’y injecter de l’azote.
Au vu des informations récentes, il apparaît que le risque en cas de séisme ne concerne pas seulement, comme on le pensait jusqu’à présent, la piscine du réacteur n°4, mais la totalité du site de la centrale.
On peut soupçonner qu’ayant percé leurs cuves, les cœurs fondus des réacteurs ont enfoncé et fissuré les enceintes de confinement et les radiers de béton, ouvrant le chemin à l’eau de refroidissement qu’ils reçoivent. Elle se charge de radionucléides et les emmène dans les sous-sols, dans les tranchées et dans la nappe phréatique qui communique avec la mer. Ceci est cohérent avec toutes les données de relevés publiés par Tepco.
Le dessous de la centrale est en train de devenir un marécage radioactif. Un séisme violent pourrait provoquer un glissement de terrain qui emporterait le tout dans l’océan. Pour parer à cela, il faut envelopper le tout dans un gigantesque sarcophage. Pour le moment il n’en est rien dit officiellement.
Les populations victimes du négationnisme nucléaire
La nouvelle équipe au pouvoir espère redémarrer les centrales arrêtées. Pourtant, dès la mi-septembre, le Japon se retrouvera sans aucun réacteur nucléaire en activité. Le gouvernement, continue comme depuis mars 2011, à minimiser tant l’étendue des zones concernées par la contamination que le niveau de sa dangerosité. Elle persiste à prétendre que 20 msv/an [milliSievert / an] constitue un niveau de radioactivité inoffensif pour les populations, quon pourrait donc laisser vivre dans des zones présentant ce niveau. Elles se calent sur la position officielle des organismes internationaux clamant l’innocuité de l’exposition à des doses dites faibles tant qu’elles restent en dessous de 100 msv/an.
Une récente étude menée en Australie sur la population de l’ensemble des jeunes sur plusieurs années vient pourtant de démontrer qu’à partir de 4 msv/an d’exposition, on voit apparaître des effets sur la santé.
Les populations appelées par les autorités à revenir dans de telles zones se montrent récalcitrantes. Seules s’y décident des personnes âgées.
Ailleurs dans le département de Fukushima, la situation n’est pas pour autant « normale ». En 2010, dans la ville de Fukushima à 80 km de la centrale, on enregistrait un niveau de 0,4 msv/an. La norme internationale est de 1 msv/an. Le niveau mesuré dans le département était annoncé le 17 août comme étant de 3 msv/an – soit sept fois plus qu’en 2010. Au bureau de la mairie pour l’eau pure, l’indicateur, on mesure même un niveau atteignant presque les 4 msv/an.
Nombre de résidents restent dans cette ville et dans le département, faute de pouvoir faire autrement, mais sont inquiets. 300 000 personnes environ ont quitté depuis 2011 leur résidence – bien au-delà des communes ayant eu l’ordre d’évacuer – et nombre d’entre elles ont reçu un peu d’aide pour se loger de manière temporaire. Mais aucune aide à la relocalisation n’a été fournie, l’objectif des autorités étant qu’après un peu de temps, tout le monde revienne pour reconstruire un beau Fukushima.
Pourtant même dans des zones situées en-dehors du département, l’environnement est trop radioactif et les autorités l’ont reconnu de fait : elles ont financé un programme de décontamination dans plusieurs départements où vivent près de 15 millions de personnes et qui incluent des communes de départements limitrophes de Tokyo (Saitama et Chiba par exemple).
La santé des populations japonaises est en danger sur le long terme, dans des proportions bien plus élevées que ce que montre la réalité d’aujourd’hui pourtant dramatique : les 200 000 enfants de Fukushima sont suivis quant à leur thyroïde et déjà 44 d’entre eux ont développé un cancer.
Mais on ne veut pas songer à ce qui se passerait si les autorités publiques et Tepco ne prenaient pas les mesures nécessaires face à l’état de la centrale et qu’un séisme venait précipiter des pans entier de la centrale dans la mer.

L’unica cosa certa di questa crisi è che la TEPCO ha conoscenza non scientifica, tecnica o di risorse finanziarie per far fronte. Non più di quanto il governo giapponese . La situazione richiede un coordinamento migliori scienziati e ingegneri che la nostra specie umana è in grado di fornire sforzo globale .
Perché così serio ?
Sappiamo già che migliaia di tonnellate di acqua altamente contaminata viene scaricato attraverso il sito di Fukushima , fornendo un flusso continuo di isotopi tossici a lungo termine nel Pacifico . Tonno irradiato facilmente riconducibile a Fukushima fallout è stato catturato al largo della costa della California . Possiamo aspettarci molto peggio .

L’ ex ambasciatore Mitsuhei Murata dice : .. « L’impatto di vasta scala Fukushima distruggere l’ ambiente globale e la nostra intera civiltà Questa non è scienza missilistica , o collegarsi al dibattito pugilistico sulle centrali nucleari Questa è una domanda sopravvivenza dell’umanità . »
Né Tokyo Electric o del governo giapponese può andare da solo . Non ci sono scuse per rifiutare di distribuire qualcosa di meno di un team coordinato di scienziati e ingegneri in tutto il mondo .

« The international community must now take care of everything in Fukushima :
We are now within two months of what may be the most dangerous moment of humanity since the Cuban missile crisis .
There is no excuse for not acting . All the resources we can muster species should focus on the fuel pool at Fukushima Unit 4 .
The owner of the Fukushima plant , Tokyo Electric ( Tepco ) , said that in as little as 60 days, it can begin to try to remove more than 1,300 spent fuel rods in a pool ( pool ) seriously damaged and perched 100 feet in the air . The pool is based on a severely damaged building and could easily be tilted down to the sea … in the next earthquake, if it is not its own gravity . «
Some 400 tons of fuel in the tank could spit over 15,000 times more radiation than what was released at Hiroshima in 1945.
The only thing certain about this crisis is that TEPCO has not scientific knowledge , technical or financial resources to cope. No more than the Japanese government. The situation requires a coordinated top scientists and engineers that our human species is capable of providing global effort.
Why so serious ?
We already know that thousands of tons of highly contaminated water is discharged through the Fukushima site , providing a continuous flow of toxic long-term isotope in the Pacific. Tuna irradiated easily traceable to Fukushima fallout has been caught off the coast of California. We can expect much worse .
TEPCO continues to pour more water on the near three melted reactor cores site, it must somehow keep the heat under contrôle.Les fumes steam indicate that fission can always go somewhere underground . But no one knows exactly where these nuclei are in reality.
Much of the irradiated water is now sitting in about a thousand huge but fragile that were quickly assembled and tanks scattered around the site . Many are already fleeing . Everything could break down in the next earthquake , releasing thousands of tons of permanent poisons in the Pacific.
Water flowing through the site also undermines the residual structures of Fukushima , including supporting the fuel pool in Unit 4 .
More than 6,000 fuel assemblies now sit in a communal pool just 50 meters from the unit four . Some contain plutonium. The pool is not in containment above . It is vulnerable to the loss of coolant, the collapse of a nearby building , another earthquake , tsunami and another plus.

The bottom line immediately : the fuel rods must somehow be removed safely out of the four Unit ( fuel pool ) as soon as possible.
Just before the earthquake of 11 March 2011 and the tsunami that smashed the Fukushima site , the core unit four was removed for routine maintenance and refueling . As a twenty reactors in the United States and as many others around the world, General Electric designed pool in which the nucleus is now , is 100 feet in the air .
Spent fuel must somehow be kept under water. It is clad in zirconium alloy which can ignite spontaneously when exposed to air. Long used in flash bulbs for cameras , burns and flames zirconium with a hot flame are extremely bright and powerful .
Each discovery rod emits enough radiation to kill someone standing nearby in a few minutes . A fire could force all staff to leave the site and make impassable electronic machines.
According to Arnie Gundersen , a nuclear engineer with forty years of experience in an industry which has manufactured fuel rods , those of the heart of the unit 4 are bent , damaged and weakened to the point of collapse. Cameras showed alarming amounts of debris in the fuel pool , which itself is damaged.
Engineers and scientists note that barriers to overcome in order to drain the pool of Unit 4 of its fuel are unique and daunting , said Gundersen . But it must be done with 100% perfection.
If the attempt fails , the rods can be exposed to air and catch fire , releasing horrible amounts of radiation into the atmosphere. The pool could come crashing to the ground , could come into fission and explode dumping bars taken together in a pile. The radioactive cloud that would result would be enough to threaten the health and safety of all mankind .
The first fallout from Chernobyl in 1986 had reached California within ten days. Those of Fukushima in 2011 arrived in less than a week. A new fuel fire in Unit 4 pour out a steady stream of deadly radioactive poisons for centuries.
